Sub: Public Health and Preventive Medicine - Universal Health Coverage - Human resources for Mini Clinics Appointment of Staff Nurse and Multipurpose Hospital Worker on Outsourcing basis till March 2021 for Mini Clinics - Certain instructions issued - Regarding.

In the reference 1st cited, the Government have issued orders for Establishment of 2000 Mini Clinics in the State of Tamil Nadu in both Rural and Urban areas to provide easy access to the health facilities to provide essential primary health care services to the poor people in the State

As per the reference 2nd cited, the Executive Sub-Committee has permitted the Director of Public Health & Preventive Medicine for the followings

1. To fill up the post of the Staff Nurse with GNM Qualification (Registered at Tamil Nadu Nursing Midwife Council) sanctioned under 2448 Health & Wellness Centre through the concerned District Health Society, on outsourcing basis up to March 2021.

2. To fill up the vacant post sanctioned under NHM for 585 Multipurpose Hospital Worker through the concerned District Health Society, for placement at 585 HWC on outsourcing basis up to March 2021 only a Rs.6,000/- per month. For the remaining 1415 MPHW out of the 2000 MPHW at HWC for the services towards the mini clinic may be hired through outsourcing basis through the concerned District Health Society, for a period up to March 2021 only Rs 6000/- per month

In this connection the DDHS are informed to engage GNM Qualified candidates as Staff Nurse (@ Rs.14,000/- per month) and Multi-Purpose Hospital Worker (@ Rs.6000/- per month) on outsourcing basis for implementation of Health and Wellness Centres and to utilize their service towards the Mini Clinic the State following the codal procedures.

In this regard, the minimum eligibility criteria for placement of the above staffs are detailed below:-

Post of Staff Nurse

i) DGNM (Diploma in General Nursing Midwives) Qualification from government or government approved private Nursing colleges which are recognised by Indian Nursing Council.

ii) Having a certificate of registration issued by the Tamil Nadu Nurses and Midwives Council and

iii) Must possess physical fitness for camp life.

Post of Multi-Purpose Hospital Worker

i) Minimum Qualification with 8th standard pass

ii)Must possess physical fitness for camp life.

Further, all the DDHS are instructed to receive "A certificate from Staff Nurse and Multipurpose Hospital Worker are placed to the effect that they are aware that these are outsourced posts on temporary basis and he/she is aware that it will not be regularized as Government job and he/she will not claim for regularization of Government job in future". Further, all the DDHS are also instructed to send the joining reports of the above outsourced candidates along with the Photocopy (Xerox) of certificate mentioned to this Directorate immediately through e-mail: uhcphc2017@gmail.com without fail.
