FEB 21 SALARY BILL- GUIDELINES AND INSTRUCTIONS FROM IFHRMS- REG

I wish to inform that IFHRMS has been implemented in the entire State with effect from November-2020. All the Pay bills are created through IFHRMS and payments being made through RBI's e-Kuber portal. During January-2021 there was unusual user traffic in the system especially after the announcement of Pongal Bonus. During this month abnormal entries had been made in the areas of increment, Income Tax corrections and Professional Tax, corrections in dues and deduction etc., which resulted in huge number of mark for retry requests in the system. Since, the IFHRMS software is in the stabilization period, SI had been advised to maintain stability of the server to ensure uninterrupted access to the User. During February-2021 it is expected that most of the DDOs will carry out Income Tax and other corrections. I therefore, request the District Collectors to give clear instructions to all the DDOs in your District to make the following entries before Payroll run on 13.02.2021. 

a) Appointments, Promotions, Transfers and Retirements 

b) Relieving and joining entries 

c) Pay Fixation d) Corrections in Dues and Deductions of all employees 

e) Updation of Leave Application & Leave Sanction details 

f) Updation of Disciplinary actions, etc. g) Any other transactions affecting the pay bill of employees 

For the Income Tax deduction amount, it should be calculated in advance and the final applicable amount for the individual must be entered before the payroll is run. This step will avoid the unnecessary pressure on the system during mark for retry. This is the last installment of IT deductions for the current year & hence it is likely to be different from earlier monthly deduction amounts. It should be ensured that only this corrected amount is used for payroll run on the 13th February. Any delay in this activity may result in non-processing of salary claims. 

If the corrections are made before pay roll run on 13.02.2021, it will drastically reduce the mark for retry requests. During January, there were more than 11 Lakh mark for retry cases. When all the details of IT are available with the DDOs, there is no reason for any mark for retry due to this issue in February-2021. Therefore, I request you to give suitable instructions to all the DDOs in your District to complete the corrections in the pay roll before the Pay roll run on 13.02.2021 which will facilitate smooth preparation of pay bill for the month February-2021 Yours Sincerely, Sd/- (Kumar Jayant) To: All District Collectors 2
