Sub: Selection Grade - Sanction of Selection Grade - after promotion to a
Higher post - strict instruction issued - Regarding.
Of late it has been brought to the attention of the Government that a person
holding a post in Tamil Nadu Government Service who is in the verge of completing
10 years in the lower post and is promoted to a higher post, has continued in the
lower post for a few months till completion of 10 years in the lower post, so as to
avail monetary benefit on awarding Selection Grade and after that joined in the
promoted post. The concerned officials have not relieved the individual from the
lower post immediately on promotion and have allowed the individual to continue in
the lower post. Had the authorities relieved the individual from the lower post on
promotion the individual would have either joined in the promoted post or
relinquished the right for promotion and continued in the lower post. As a result of
the lapse on the part of the administration the individual bags two monetary benefits
at a time, one for selection grade and another for promotion. This is highly irregular.
2. I am therefore directed to request you to issue clear instruction to your
subordinate officers not to give way to such lapses in future and not to allow any
person to continue in the lower post without relinquishing the right for promotion, in
order to get Selection Grade after getting promotion. If any deviation is noticed in
this regard, necessary departmental action should be taken against the concerned
officers who are responsible for the lapse.
