Ref: 

1. From Ministry of Expenditure D.O. Letter No.4-4/2021-IS-2, dated 24.05.2021 read with D.O. Letter No. 1(13)/PFMS/FCD/ 2020, dated 12.04.2021 from Dr. T.V. Somanathan, Secretary [Expenditure], Department of Expenditure, and Department of Expenditure O.M. No.1(13) PFMS/FCD/2020, dated 23.03.2021. 

2. This office Letter Rc.No.1702/F1/SS/2021, dated 06.09.2021 addressed to The Chief General Manager, Circle Office, Canara Bank, Chennai 600018, with copy addressed to Chief Educational Officers, All District. a *** 

In the reference 1st cited, the Government of India, has conveyed the modified procedure for release of funds to the States/UTs for the Centrally Sponsored Schemes [CSS] and monitoring of the funds released. The aim of the revised procedure is to ensure effective cash management and improve transparency in public expenditure management. The revised procedure will be effective from the 1st July, 2021. 

2. Accordingly, in the reference 2nd cited, it has been decided to open Single Nodal Account with Canara Bank for Samagra Shiksha Scheme. ... 

3 In this connection, I am to state that only one Savings Bank Account shall be opened to operate the scheme for Elementary / Secondary / Teachers Education at all District level, even newly formed Districts. The Joint Signatories in District level shall be the Chief Educational Officer and regular ADPC/APO [based on the seniority and availability). The Joint Signatories for Blocks shall be the regular Block Supervisor and Block Educational Officer. Wherever regular posts are vacant, the in-charge can be designated as Joint Signatories. 

The Joint Signatories for SMC/SMDC shall be the concerned Headmaster and the existing Joint Signatories at the level of SMC/ SMDC shall remain the same. All the signing authorities are requested to furnish the following documents to Canara Bank, while submitting the application form for opening of savings bank account:- (0) (iii) (iv) (v) Xerox copy of Aadhaar duly self-attested. Pan Card copy or Form 60 duly self-attested. Two each latest color passport size photograph. Three specimen signatures of authorized signatory. Other documents, if any. 4. Further, I am also to state that the officials of Canara Bank in your District will meet you in person in this regard. 

You are requested to give necessary instructions to ADPCS / APOs and ensure that new Savings Bank Account with zero balance amount are opened up to all level implementing agencies (i.e. up to SMC/ SMDC). The said work shall start on 08.09.2021 and should be completed on or before 18.09.2021 without fail. You are also requested to send the daily progress report by e-mail to fao ssatn@yahoo.co.in by 5.00 p.m. to this office without fail. 
5. Any doubts/clarifications in this regard should be escalated to Dr. S. Kannappan, Additional State Project Director-1. Le clo9|2021 (P. RADHAKRISHNAN) for State Project Director
